Can an apartment complex legally require a cat to be declawed?

I live in texas and was just wondering if an apartment complex can legally require a cat to be declawed. I want to get a cat but I don't believe in declawing them, but apparently the apartment requires it? I don't understand why cats should be and dogs not. I have had cats growing up and a cat never clawed the walls or doors. I have seen dogs do that though
