Can my Landlord charge me for his travel expenses?

Our Landlord stopped by yesterday, essentially to kick out some other tenants who were trying to over stay their lease as new people were moving in. After living here for one entire year this is the first time I have seen him. He came in and as expected starting trying to find ways in which to start his money grabbing and is now saying he is going to charge us for his travel expenses from his home (1 hour away) to the accommodation. Can he legally do this?
